From NJ.com:

NEWARK — Essex County is on solid fiscal footing, County Executive Joseph DiVincenzo said as he unveiled his 2013 budget that increases the tax levy by 1.75 percent — or roughly $62 more a year for the average homeowner.
The $732 million spending plan presented Thursday at the Hall of Records in Newark represents an $11 million increase over the adopted 2012 budget and calls for no layoffs or furloughs for the fourth-straight year.
